To say that I'm confused regarding this would be an understatement. Bharat chandra was quite ambiguous in this case. The name can be used in both senses (Ishwari is a man's nickname, woman's full name). Our Bengali teacher pointed out some reasons supporting both arguments. Let me list those. Hope it would be helpful.
Ishwari is male:
A person is rowing a boat. Very unusual for women in medieval India(though not unheard of).
Ishwari makes a point to Annapurna- Carrying an unknown, unaccompanied young lady would earn him/her scorn from the public. That is more valid if Ishwari is male.
Ishwari is female:
Ishwari carries the golden plate beside the waist(কাঁখ), more usual for Bengali women.
Ishwari pleads for well being of children. The expression is of pure motherly sentiment.
