In the universe two particles with their diffrent masses attracts each other these law of attraction is kown as the universal law of gravitation.
this law is defined as
two particles with different masses M and m having the distance between them is r
then the gravitational force between them is
F=GMm/r²
where, G is the gravitational constant

It is called so because it is applicable on all bodies having mass, and the bodies will be governed by the same law, that is newton's law of gravitation. Thus, as it is applicable universally, it is called as universal law.
