0.001  is to be expressed  as  a ratio  p / q.

we check how many digits are present after the decimal.  There are 3.  So  we take 1 and put 3 zeros  after it.  so we get  1 000.

Then we see the number after the decimal :  it is 001  or  1.

we write now,      1 / 1000   .  this is the ratio you want.

number of digits after decimal:  5 
so put 1 and 5 zeros after;    1 00 000
write the number after decimal:    02303   or  2303

the ratio :  2303 / 100 000
