If I do it.Then it goes like this:

step.1)      0.25(4f-3) -2(9z-11) = 4(8z-13) -17      

step.2)     f - 0.75 -18z +22 = 32z - 52 -17           (multiplying by brackets)

step.3)      f -32z -18z = +0.75 -22 -17 -52                                                       (variables on one side and constant on one side)

step.4)      f -50z = 0.75 - 91                                  (solving the equation)

step.5)      f -50z = 90.25                                       (answer we got is this)

the equation you had asked is in two variables hence the answer would be in two variables. hope it helps.
