0.2x+0.3y=13 => 2x+3y=130=> x=(130-3y)/2
0.4x+0.5y=2.3 => 4x+3y=23
putting x in terms of y we get
4  \times \frac{130 - 3y}{2}  + 3y = 23 \\ 2(130 - 3y) + 3y = 23 \\ 260 - 6y + 3y = 23 \\   - 6y + 3y = 23 - 260 \\  - 3y =  - 237 \\ y  = \frac{ - 237}{ - 3}  = 79
x =  \frac{130 - 3(79)}{2}  \\ x =  \frac{130 - 237}{2}  \\ x =  \frac{ - 107}{2}
