what is x = ____

PLEASE DON'T SKIP THIS QUESTION VERY URGENT
TRY TO DO IT PLEASE AND LET ME KNOW THE ANSWER....
My doubt in this is when we come across answering it we will get 0.35 by 0.1 then we should × it with 10.by 10
why should we multiply it with 10 × 10.....?​
