The correct verb form here is...

“ will have stopped raining .” because

Here are two sentences . They are..

We hope ( that)

It …(stop) raining by 4 o' clock.

So, the second sentence has an indicator of ' by + time ' which follows with ' future perfect tense. “

Note : Though ' hope ' is here, the other sentence has an indicator of by +time where one may follow that sentence .

When ' no indicator ' is given in the sentence as ' by 4 o' clock ' then , the answer may be .

We hope it stops raining ..

We hope it will stop raining.
