0.6x + 4/5 = 0.28x + 1.16

0.6x + 0.28x = 4/5 + 1.16

0.88x = 4+5.80/5

88/100x = 9.8/5

4/5x = 98/50

4/5x = 49/25

x = 49/25 * 5/4
