After the French Empire and Napoleon were finally defeated by the "old powers", it was about establishing a new order in Europe. Or rather, re-establish the old order, and carefully balancing the major powers.

The French monarchy was re-established. And the continent was split up between the major powers: France and Britain to the West, Austria in the middle, Russia to the East (very broadly speaking).

The ultimate goal was to prevent wars between the major powers and to make sure that European royals would be able to continue to rule absolutely.

Both of these goals ultimately failed with the continuing rise of Prussia (and the eventual German unification), the revolutions and subsequent wars of 1848 and, finally, the Great Game - the colonisation of Africa.
