The intellectuals including the Administration officials and the lawyers and the philosophers who were highly educated played a great role..

They helped the third estate people for making a full fledged measure to bring about a social and economic change in the society by adding suggestions and writing books..

The 3 intellectuals namely John locke in his two treatise of government refused the doctrine of division and absolute monarchy. Jean Jacques Rousseau also suggested a form of government signed by people and their representatives. The division of power written by montasque suggested the government be divided into 3 powers namely the Legislative, the Executive and the Judiciary..
