The purpose of this research is to identify the form of disharmony in the arrangement of Regional-Owned Enterprises (BUMD) and how to resolve the disharmony. This research method is normative juridical by using primary legal materials and secondary legal materials. The results of this study, the form of disharmony on BUMD regulation is vertical inconsistency in terms of the regulatory format. Vertical inconsistency in terms of the regulatory format means that lower hierarchical rules conflict with a higher regulatory hierarchy.
