The substance sublime means, on heating it changes its state directly from solid to gas. That is undergoes decomposition easily. Ammonium chloride when unndergos sublimation, the gas doesn't contain molecules of ammonium chloride but molecules of ammonium and hydrogen chloride.

Sublimation is the process of change of state from solid directly into vapour. ... Ammonium chloride decomposes into ammonia and hydrochloric acid at its sublimation temperature. So, it also changes into a different set of compounds on heating during sublimation and thus is a chemical change.
