The RajyaSabha has been given a special power that are not enjoyed by the Loksabha.
☆ It can authorise the Parliament to make a law on a subject enumerated in the State List (Article 249).
But the Council of Ministers of Indian parliament who makes law and schemes etc. and gives direction to states are collectively responsible to Loksabha.
Loksabha have a special power of money bill.
and divinding of budget in to states are also in the hands of Council of ministers.
That's why Loksabha exercises supreme power on states.
