The decrease in atmospheric pressure will increase the rate of transpiration. As air moves from high to low pressure, if the atmospheric pressure is low, air (which contains water) will move out of the plant and hence transpiration increase. Plants will lose water at a faster rate than at a higher atmospheric pressure.
