Explanation:

1,2-dichloro 3-nitro benzene reacts with Sodium ethoxide to form 1-chloro 2-ethoxy 3-nitrobenzene.

1. Sodium ethoxide will dissociate to from a nucleophile EtO- and sodium ion. This nucleophile will attack on the carbon with least electron density.

2. Nitro group is electron withdrawing group, it will decrease the ring electron density. Chlorine atom on the ortho position to nitro group is most susceptible .

3. Nucleophile will attack on second carbon of the benzene and will replace chloride ion.

As a result, sodium chloride will be formed as by-product.

This complete reaction is an example of nucleophilic substitution reaction.
