Law of exponents used :-

x^{-1} = \frac{1}{x}

[ (1/3)^-1 * (-9)^-1 ]^-1

= [ 3 * -1/9 ]^-1

= [ -3/9 ]^-1

= [ -1/3 ]^-1

= -3

Therefore, your answer is -3.
