Let the total length be x...

Then,

Pole inside mud = x/3

Also,

Pole inside water = 2x/9.....


Total length outside water...

= x - ( x/3 + 2x/9 )

= 4x/9.....


So, % outside water

= (4x/9 * 1/x) * 100

= 400/9 %

= 44.44 %
