Answer:

There could be a lot of answers here

Since your question starts with “IF…” then i guess that math notation doesn’t need to work as it would normally.

Now we have 3 options:

To act as the digits do not represent the numbers we are used to, and “=” means what it means in regular maths. Then, 1=4 is enough for us to give at least one right answer to the question; 4=1.

We can now look at this problem with regular digits and interpret the “=” sign differently, maybe like an unary function AND an equals sign. Now we can try to find patterns from first 3 examples and try to guess what is the value for f(4), but guessing is the only thing we could do. The function may be something like 4*x or it may be something like max(3,x)-3+x*4, and already for those 2 functions, we have different answers. So nothing more than guessing.

We could assume that nothing is as we are used to, and now we cant even guess what should replace the question mark. A bit pointless if you ask me

Conclusion: many answers are possible, depends on how you look at the question and what more do we know about the notation. It could be 1, it could be 4, it could be 16, it could be anything.
