Let us take the whole amount of rice =x
spoilt rice =x/5
eaten by rats=x/4
Total wasted amount =x/4+x/5
=9x/20
Amount of rice left =x-9x/20=11x/20

So, answer is, 11/20 of rice is left for distribution to public
