We first convert each of the given masses to the number of moles using their molar masses.

For iron:

Mole of iron = 1.68 / 55.8

= 0.0301 mol Fe

For oxygen :

Mole of oxygen = 0.48 / 16

= 0.30 mol O

You can see that their moles are approximately equal. Hence, they have a 1:1 ratio and has an empirical formula of FeO.
