This is a good question.
Water usually tends to flow from the top to bottom pressure.
It is also due to the forces.
It is reality that air pressure at the higher position of the mountain is likely to be less at the bottom part.
However, if you consider pressure and force resulting from water mass & the resulting earth pulls of liquid, the net force will be downward and not upward.
