When the truck in movlng a little, It can ba moved fastar with a smaller /less

Suppose an object as mentioned in the diagram is placed on a table or any smooth surface. The surface seems smooth to us but at microscopic level object and table both have irregularities on their surfaces. You can see from diagram that they have tiny hills in between them. Both surfaces gets interlocked. Due to irregularities on the surfaces new force is born which we call as friction and because of that we have to give some force to break those tiny hills to move on to that surface.

Now according to your question, suppose an car or truck is at rest having no force acting on it. Their surfaces gets interlocked completely. To break those hills we have to apply for more force. But when the car or truck moving with some velocity so irregularities in between surfaces are breaking continuously so it requires less force to speed up the car.
