as an ebonite rod is rubbed with fur it gets negatively charged and thus form a magnetic field near it by Faraday law.
AS negative charges repel each other their magnetic poles will be in same direction thus they will repel each other.

Both ebonite rods are rubbed fur with having a similar charge (-ve charge). We know like chafes repel each other.
∴ Rods repel each other.
