1.Temperature is always constant during a change of state. Continued heating of the water after the ice has completely melted will now increase the kinetic energy of the liquid molecules and the temperature will rise.

2.It requires energy to change from a liquid to a gas (see enthalpy of vaporization). In addition, gas molecules leaving the liquid remove thermal energy from the liquid. Therefore the temperature of the liquid remains constant during boiling.
