First draw the base PQ of 4.5 cm. Then if any angle is given, draw the angle and extend it. Then using a compass and a ruler measure 5cm and cut and arc at the angle. Do the same on the other side but the measure should be 5 cm coz QR is opposite to PS. Then join the line above the base with the lines QR and PS. Voilà! Ur quadrilateral is ready
