Walking is an activity which needs the cordination of both brain and spinal cord (brain to control the movement and spinal cord to support the body while walking). Whereas, reflex action is a quick, autonomous response which involves the work of the spinal cord and has nothing to do with the brain.
Walking can be controlled by the animals but reflex action can't be.
