1. I think the composition of rajya sabha has protected state of India as they are elected by the elected members of state legislative assembly of each state.

2.No, direct election will cause a lot of wastage of resources becoz each election requires alot of time and money also rajya sabha be the upper house but doesn't have much right in money bill procedures and direct government formation .so it should be by indirect election by the elected members of state legislative assembly of each state.

3. we should focus on more gain by less wastage of time but as the population of India has increased drastically so yes number of seats should be increased .

  1. Raja sabha has protected the interests of states as the members of assemblies of local states get a chance to elect leaders who thence take part in national decision making.

But now as Big businessmen resort to malpractices to gain a seat in Rajya Sabha as seen in the latest elections , such acts has eroded the basic value of Rajya sabha

2. Rajya Sabha was conceived by the makers of the Constitution as a Council of Elders and a Federal Chamber. To replace the indirect election by direct election would be counter-productive due to the following reasons:

It would actually mean a duplication of House. Both the Lower and Upper Houses being directly elected doesn’t make any sense to me.

It was conceived as a House where intellectual people debate, whose services are essential to the nation, but cannot enter the Lower House through the dust of Electoral politics. The change would completely sound a death knell to this function of Rajya Sabha.

It was conceived as a Chamber of Continuity. It does not change as fastly as Lok Sabha and hence ensures a continuity. So that function is also hampered.

Furthermore, instead of being a place where intellectual debates may happen between people who are knowledgful, it too becomes like the Lower House, which will be influenced by the passions and emotions of the General Public.

Further, Rajya Sabha indeed was conceived as a delaying chamber, which can delay legislations till the passions to die to give way for reason. This will again be hampered, because it will also be swayed by the same popular emotions and passions as the Lower House.

3. Lok sabha have 543 constituency which represent 1.30 bn people of India(543 constituency was freezed by 42nd CCA,1976 on the population figure of 1971 and extended by 84th CCA,2001 till 2026) which was 540mn in 1971 for same number of constituency.It means 540mn are equal to 1.3bn people .Now it is necessary to look into the legal provision on delimitation of parliamentary constituencies with a view to increase their number as per population growth.

Major reason for freezing the parliamentary constituency is that there was rising demand for decreasing population of India,many states(mostly south of vindhya states)controlled the population by putting effort and money but keep in mind parliamentary constituency seats are based on the population ,those who have less population will get less represention in Parliament and those who have more get more representations in parliament, so those states who decreased population by putting effort and money will loss their representation in parliament and those states who didn't do any thing ,no effort for controlling population will get more represention,it created biaseness toward low performing states .Result of this well performing states started a demand for fixing the constituency seats on the basis of 1971 census .
