Answer:

Constitution of India has provided several rights as "Fundamental Rights" to the people. These rights are enforcable through the courts. But on several occasions the government has find these rights as "obstacles" to its policies, particularly the policies regarding security of the State and the policies for social welfare legislation. So from time to time these rights have been amended by the Parliament. In fact Part III, containing Fundamental Rights is one of the most frequently amended Part of the Constitution.
