1) There is lack of permanent human settlement in Antarctica due to it's extreme weather conditions. This is mainly due to extensive of extreme cold climate there a do during most part of the Year the entire region is covered with snow which make life difficult.

2) Simply because Christmas is not a celebration of winter, it is a celebration of the birth of Jesus of Nazareth, and the date for celebrating this event was set at 25 December, perhaps in the early 300s AD. An alternate date of 6 January was popular in the Eastern Roman Empire, but 25 December eventually won out. No one knows the actual date of birth for Jesus of Nazareth, so any date is going to be arbitrary. Christmas, though, does not celebrate his date of birth, but rather the fact of his birth — a subtle difference. The date is arbitrary, and now highly traditional.

In the Northern Hemisphere, a Christmas in July celebration is deliberately ironic; the July climate is typically hot and either sunny or rainy, as opposed to the cold and snowy conditions traditionally associated with Christmas celebrations in the higher latitudes of the Northern Hemisphere.
