No, it won't be considered a solution.
As per the definition of a solution in Chemistry, which goes like, a solution is a homogeneous mixture of two or more substances the greater of which is called solvent and the lesser is solute.
As described by the definition, the mixture needs to be homogeneous meaning equally distributed throughout the dessert. Even if homogeneity of the dessert is to be attained, all the ingredients play an equal role in the mixture.
And are also present in similar quantities, thus there is no distinct differentiation as a solvent and solute. Hence, the Halo-Halo dessert will never be a solution.
