Answer. France became a constitutional monarchy after the National Assembly completed the draft of the constitution in 1791 with the objective of reducing the powers of the monarch. Powers were separated and assigned to different institutions like the legislature, executive and judiciary.

After the struggle and opposition from the Jacobin club as well as the middle class population, the King had to accept the proposal of formation of the National assembly. This assembly had then formed the constitution and limited the power of the king, it also disable the prevedledges for the Nobles. Hence after the Constitution was adapted France was now ruled by a Consttutial monarchy.
