Answer:

There is no difference between then as far as the constitutional procedure is concerned, the only difference is the purpose.

General election or state elections are hold when the existing government completes it term or is dissolved for reasons including resignation of its leader or death of the leader (PM or CM). Each government in India i.e. State or Central has a term of 5 years so if the 5 years term is over or its not over but there is no alternative option of having another government then the President/Governor can dissolve the house and order for general elections/state elections.

By elections are on a seat basis which has fallen vacant due to the demise or resignation of an individual elected member i.e. MP or MLA etc
