Prudential reasons:
with their emphasis on means, seek to explain our actions qua means to ends
moral reasons:
with their emphasis on ends, have to justify our actions precisely in terms of their ends. The great question therefore is how, or from what point of view, moral ends can be considered to be rational ends.
