and i have a 4k movie file on my laptop but my laptop cannot run it
so if i connect my laptop to the tv using a HMI CABLE will i be able to see that 4k movie on my tv?

at the very least capable or receiving 4K even if it then downscales to FHD or such. This capability tends to be sent through the HDMI cable so that the source can adjust for the TV’s capabilities.
Is the laptop able to send out 4K? Not all can. It tends to depend on the processor and/or the graphics card/chip. But also the particular version of HDMI slot - only versions 1.4 and up are capable of 4K, else you can only send out up to FHD over the HDMI, even if the laptop can handle better.
The cable may not be rated for 4K. Extra shielding and wiring is needed between a FHD and a 4K signal.
Is the settings in the laptop interfering? E.g. are you mirroring / cloning the displays? That would cause the lowest common denominator resolution to be the best you can set. Try changing this to extended desktop instead - i.e. as if there’s two different monitors displaying two different desktops. That way the laptop screen doesn’t affect the setting for the TV.
