1) "I never say,'I can't do that'.

This means that the person ( in this case "I" ) is saying that he/she is saying that he/she never said that he/she can't do the work.

2) I just say,' I haven't worked it out yet."

This means that the person " I " is saying that he can do the work but he hasn't done it yet.
