Answer:

(I) pressure exerted by atmosphere (air) is called atmosphere pressure.

(ii) Because the pressure inside the pen remains same but at higher altitude the pressure of atmosphere is less. so the ink flows as per it's pressure and the less atmospheric pressure cannot exert that much pressure to stop the flow.
