1) No reading is not related to only long texts it can be long or short like if it is a poem is is short but we can still read it and if it is long we can still read it, a text can also be short or long.

2)Yes,I can say reading is a skill if we are having very fast reading skill or some have the skill that they can read many hard texts but if we only understand the texts on the topic of our interest my answer is no because if we can only understand it this thing everyone can do it is not a skill or something.....
