Ground water is the resource of all people and seeing that it is a reasonably vast source it can help buy time and comfort which the government gets the investments and infrastructures ready for building a proper system of water supply. Before that however it is very essential for water supply to be reasonable. And considering that majority of the reserves 83.34% do not dry through reasonable use it does not pose a great issue except to those that are accustomed to unreasonable fretting over solutions that could greatly enhance a country's standard of living.
