1 kg of iron will have more inertia because mass is directly proportionally to the inertia higher the mass so inertia will also be higher.

both will have Same Inertia under ideal conditions

reason -
Inertia depends on mass
mass and inertia are directly proportional
here as the mass of both iron and rubber is same, the Inertia will remain the same

My opinion -

in case where we r considering friction, the Inertia of rest of rubber will be more than that of iron due to its material surface which is contradicting to iron with metallic surface
