2A, Relation between torque and angular momentum is given by

rrnet =dL /dt

where,

r→ torque acting on a body

L→ angular momentum of body

Now if,

L= constant

So,

dL/dt=0

⇒rnet=0

Hence,

If a body is rotating with constant angular momentum then, the net torque on the body will be zero.
