Good morning.

It is an honour for me to address you, on behalf of the World Health Organization, on this special occasion to mark World Blood Donor Day, which falls on 14 June every year. This year’s campaign is focuses on blood donation in emergencies with the slogan "What can you do? Give Blood, Give Now, Give Often.”

Many of us know that blood donors save lives every day through their blood donations. Every second, there may be a patient waiting for a blood transfusion to survive.

Sadly, many patients requiring transfusion do not have timely access to safe blood. In many countries, blood is not available because the country does not have an effective system for collection. Donating blood is a simple thing to do; and to maintain an adequate blood supply, 1–3 percent of the population needs to become blood donors.

To improve access to blood transfusions and to promote blood safety, WHO has for many years worked to support countries to focus on four key areas: establishment of a nationally-coordinated blood transfusion service, collection of blood from exclusively voluntary donors from low-risk populations, testing of all blood for compatibility and transfusion-transmissible infections, and reduction of unnecessary transfusions.

Blood transfusion services in Laos have steadily improved in recent years from 36,653 units in 2015 to 40,454 units in 2016. This is about 0.6% of WHO recommended one percent of the population. Of these blood donations, more than 90% are collected from voluntary donors, and around 10% from their family members.

The Lao Red Cross National Blood Transfusion Centre is responsible for providing safe, adequate and timely blood supplies to the health system. They have integrated their services with the health system to ensure safe, available and good quality blood and blood products for hospital patients.

A single unit of blood will then be divided into several blood components like red cell concentrates, fresh frozen plasma and platelet concentrates to meet the needs of more than one patient. A unit of safe blood costs an estimated US$40 to produce and deliver safely to the patient who needs it.

Currently, the shortfall in collection is addressed through directed donation, where family members or friends have to donate blood to replace the blood used by a patient, a common practice used in many countries that do not have an adequate supply of blood. However, there should be a movement towards 100% voluntary blood donation, and government, policymakers, health workers and everyone needs to be a part of it.

Therefore, I would like to encourage everyone gathered here; if you are healthy and fit and weigh above 45 kilograms, aged from 17-60, you can give blood. People in good health who have never given blood, particularly young people, should begin to do so. While honouring all regular blood donors today, we also hope that young people may be encouraged to become regular blood donor. We hope that someday; Lao can collect above 90% or even 100% of blood supplies from voluntary unpaid donors. Thank you.
