True. Whenever a light ray travels in a homogeneous medium(having same refractive index throughout) it does not deviates from the path it traces but if the medium changes it suffers refraction as well as reflection at the boundary of the change.

Most of the light rays gets absorbed(penetrated) into the changed medium and a few gets reflected back into the medium from where it was emerging. The refracted as well as reflected rays follows all the laws governing the respective phenomenas.
