Oil wells existed over many centuries from now even in the primitive ages when oil was naturally extracted.  

With the gradual rise of the demand for the oils and development of technology modern oil wells are being dug and the Middle Eastern countries, America and Russia is rich in oil. India too has some quantity of oil in its soil.
