In democracy, power is shared between different political parties, pressure groups and various movement groups. If a political party is unable to win majority in elections then it goes umder coalition with other parties and forms government.Thus, power is shared between political parties.
In 1999, Atal Bihari Vajpayee was unable to win majority in Lok Sabha elections. Therefore,his party went under coalition with 13 constituent parties and formed government on October 13, 1999.
