Classes and offices have to function in an environment of continuous and unremitting din.Our senses are under heavy tack except for the hours between midnight and dawn, when the visual chaos is blacked out,and the noise-makers go to bed.There is no doubt that the frequent fights which break out over small matters -in cinema queues,at bus stops, among traders and customers in markets and shops,are largely due to the tensions and strains under these chaotic conditions. Everyone`s nerves are taut, the unpleasant conditions of urban life demand fortitude and self- control which are already at breaking point and which are further sapped by new hurdles which seem to appear at every step in the daily routine of city existence. 2. When we look at Indian city life today many things become quite clear. These are: one, without attempting major changes, simple cleanliness and order would greatly improve life in the cities; two, city authorities do not have the means to achieve this cleanliness and order, or they would have done so. The third point is that the citizens or the “public” do not consider it their responsibility to try and help the authorities by imposing restraints on themselves.
