Using the following identities,

1 + { \tan }^{2 } \alpha = { \sec }^{2} \alpha
and

1 + { \cot }^{2} \alpha = { \csc }^{2} \alpha

Using these two values, in the given equation,

 \frac{ { \sec }^{2} \alpha }{ { \csc}^{2} \alpha } \\ \\ = \frac{ { \sin }^{2} \alpha }{ { \cos }^{2} \alpha } \\ \\ = { \tan}^{2} \alpha

Tada!
