I think so British wanted tribal group to settle down and become their slaves because they had only soldiers with them then how they would do other work if they wanted to administrate our country they wanted some workers and they had to pay them as they worked for them but here they thought about tribal group. they didn't had so much of knowledge and made them as their as slaves
