Let the total charge = y
the fixed charge = c
charge per km = x

So if a person travels z km, the charge: y = c + zx
for 12km, charge = 89
89 = c + 12x  ---------------(1)
for 20 km, charge = 145
145 = c + 20x  -------------(2)

solving equation 1 and 2, we get,
c = Rs. 5
x = Rs. 7/km

So the charge is: y = Rs(5 + 7x)
For 30km, charge, y = Rs.(5+7×30) = 5 + 210 = Rs. 215
