Wearing a red ribbon is extra info. It can be used to distinguish the girl from other girls, maybe there's another girl wearing a blue ribbon.

You can omit the subordinate clause without compromising the grammar, its just not as specific and also sounds s bit boring… “The girl is my sister”.
