The character of Dr.Stockmann is dynamic in nature which means that he may have a changing perspective. A type of shift of some sort. His views belong to a certain ideology based on assumptions, I suppose.

For instance, he looks at the pollution of town from a different angle. That its not because of the authorities but because of the people who chose those authorities.

He believed that power should be among the people.

However, in his excitement he says to get rid of the vermons when Hovstad talks about ridding the town of those men who are the enemy of the people. Hovstad declares the doctor to be one of the enemies of the people. Which is why he leaves after votes have been counted.

His character makes a silly mistake, is not having any influential power as well. In a way his claims not matching his words said during excitement reflect a dynamic nature.
